The VL5 Development Administration, otherwise known as “Coalition VL5”, is an offworld Development Administration of the Coalition of Congressional Nations in the Vasati L5 Laplace Point. Settled at the beginning of mankind's efforts to terraform and colonize the barren planet of Vasati, Coalition VL5 is the primary hub of the Coalition's logistics system for sustaining its colonization program and greatly supports the mission of VADCOM to terraform Vasati. All of Coalition VL5's space habitats were initially built by the Mitsubara Group, and to this day the group still maintains almost unchallenged authority over the development administration, using small armies of corporate security troops from Plateia to enforce order in the Laplace Point. Much like on Vasati's surface, corporate rule in Coalition VL5 is oppressive, and the development administration has greatly suffered from recent wars. In some of the more economically well-off habitats, however, spacer nationalism is developing an increasing appeal among the population as spacer successes in Plateia's orbit inevitably come to be felt in Vasati's orbit. Yet, for the foreseeable future, corporate supremacy is upheld in Coalition VL5.
