The L5 Development Administration, or “Coalition L5”, is an offworld Development Administration of the Coalition of Congressional Nations in the Plateia L5 Laplace Point. The L5 Development Administration was formed upon the completion of Esmeralia, the first space habitat, in RC 0001. It was initially populated by a mixture of Eurysian settlers, primarily ones from the Vestan Lowlands, and Esmarian settlers from the central regions of the Emerald Alliance. Once a hub of manufacturing and military industry in the Coalition, Coalition L5's economy has been hobbled by war and the defection of several habitats under Grensland, but remains economically noteworthy. Like Coalition L4, the development administration of the Laplace Point is effectively controlled by megacorporations such as Mitsubara Group and Standard Atomics. Unlike L4, however, corporate government in L5's habitats has overall been less brutal and unfair towards its inhabitants, as well as less obscenely corrupt, spurring internal migration to L5. As the location of the oldest human presence in space, Coalition L5 is viewed as an informal home of spacer culture and ideology, but its inhabitants still maintain connections to Plateia they are not entirely ready to sever.
History
Coalition L5 was initially faced with the bureaucratic challenges associated with the first large-scale colonization effort attempted in the modern era, as the new habitats of Grensland, Vrijheid and Stellaland were all completed while the administration was being established in Esmeralia. In RC 0035 the capital of Coalition L5 was moved to the recently completed habitat of Centella. Events in the development administration remained unremarkable until the Spacer Linguistics Conference was held in RC 0089; the Coalition L5 government acknowledged that linguistic evolutions had occurred and recognized the existence of Spacer Low Vestan as a new and unique language, renaming the habitat of Vrijheid to Vryheid as a result. Coalition L5's economy at this time was rapidly growing from significant megacorporate investment, generating a sizeable influx of new migrants to its habitats. The most productive of those were the Spacer Low Vestan-speaking habitats, which encouraged Mitsubara to heavily lobby for their removal from the development administration as autonomous republics, an endeavor in which they eventually succeeded. Mitsubara would later be retrospectively blamed for helping to stoke spacer nationalism.
During the Colony War in RC 0108, the autonomous republics of L5 would remain under siege for most of the conflict, but the habitats of the L5 Development Administration found themselves in a better strategic position. By the time the Treaty of Keiyū had been signed in RC 0114, the Asterian habitats of Volzina and Guangyang had been annexed into Coalition L5. In RC 0117 Coalition L5 would become involved in the crisis of Grensland's secession from the Coalition following an independence referendum. A standoff between Coalition and Asterian forces in L5 occurred but was defused without violence breaking out, as the Coalition was ultimately forced to tolerate Grensland's de-facto independence.
Grensland's Operation Boswilger in RC 0119 would embroil Coalition L5 in strife as Coalition and Grenslander forces first clashed in skirmishes, the largest one of them being over control of the asteroid fortress Taipingguan (known as Taaipinkwan by Grenslanders). The Grensland Defense Forces then moved to occupy and annex the habitat of Guangyang, where support for the Coalition remained high. Resistance against the occupation was strong but was not able to seriously threaten Grenslander control over Guangyang. Its occupation, along with events in L4 stirred up massive pro-spacer riots in Coalition L5, especially in Esmeralia, where pro-spacer sentiments were particularly strong. In political chaos, and militarily paralyzed, the best the Coalition government could do was suppress the riots. It could not prevent the Esmeralia Revolt in RC 0120, where hundreds of civilians were killed as a result of an engagement between Coalition and Grenslander forces brought about by militant supporters of the recently-formed Sovereign Colonies Compact.
