The L4 Development Administration is an offworld Development Administration of the Coalition of Congressional Nations in the Plateia L4 Laplace Point. “Coalition L4”, as it is colloqually known, was formed following the completion of the habitat Tanaro in RC 0006, built to establish a Coalition presence in L4 in response to Serican colony construction in the Laplace Point. The initial population of the development administration was primarily composed of Eurysian migrants, mostly drawn from Vesta and Betania, but within a couple of generations had mostly lost its sense of connection to their terrestrial homelands. Coalition L4 is blighted by the unchallenged vice grip on power megacorporations hold, holding the political structure of the development administration and individual habitats captive and using them to enrich themselves at the expense of residents. The ascendant ideology of spacer nationalism has become a destabilizing force in Coalition L4, sharply polarizing and radicalizing many of its inhabitants, with repression increasingly employed to suppress dissent. With the Coalition increasingly on the backfoot, however, the actions of the megacorporations seem increasingly self-destructive and out of touch with reality.
History
Formed after its sister development administration in L5, Coalition L4 was always less densely populated than its counterpart, but developed along a similar trajectory. Heavily invested in by the Selendeta Group, which went against the grain by discouraging immigration to its space habitats, L4 was characterized as generally being wealthier than L5, which leaned more into building up an industrial economy. In RC 0089 the Selendeta Group succeeded in getting its habitats recognized as the Autonomous Republic of Astarte, a move thought to have inspired similar lobbying by Mitsubara only a few years later in L5. The Coalition military took advantage of L4's sparser density to set up blacksites and covert military projects in Coalition L4, primarily in the Viratian colonies collectively referred to as Astarte, building up significant military infrastructure.
Chen Chengyang's flight from Jingliang to Grensland in L5 would be the spark for the Colony War, which heavily involved Coalition L4. The early phases of the war were defined by inconclusive back-and-forth fighting between Union State and Kunlunese forces supported by the Coalition, while the habitats of Astarte were placed under siege, defending themselves from Asterian assaults only with their own meager garrisons and the assistance of the Kunlunese, generating a fraternal bond between the two that would last after the war. In the later phases of the conflict, the Coalition and Kunlun gained the upper hand, occupying several Serican-built habitats. When the war ended, Kunlun and the other occupied habitats were almost immediately absorbed into Coalition L4, but Kunlun retained its unique status. Under effective megacorp rule, however, living conditions in Kunlun declined with political repression becoming the norm. With resentment swiftly growing, the Central District Massacre in RC 0117 caused such outrage that law and order in Kunlun collapsed and a civil war started within Jingliang almost overnight. Intervention by the Coalition military was delayed by a standoff with Union State fleets in L4, but was ultimately able to restore a sense of stability. Regardless, any popular support for the Coalition in Kunlun had by that point evaporated, and the Kunlunese population was essentially left waiting for the next opportunity to rebel against the Coalition. In the meantime, Chen Chengyang secured the financial backing of the sympathetic Selendeta Group via Edgar Neves, a board member who would become President of Astarte in RC 0117.
In 0118 R.C., Edgar Neves opportunistically conducted a plebiscite of dubious legitimacy after hyping up the threat of terrorism within Astarte, declaring himself a monarch and Astarte a ““federated kingdom””, though in practice it became a military dictatorship under Neves' rule. In RC 0119, at the beginning of Operation Boswilger, the Grensland Defence Forces infiltrated Chen Chengyang back into Jingliang. Corporate paramilitaries there were swiftly defeated by rebels loyal to Chengyang as they collapsed into infighting and dissolved from mass desertions. Chengyang's forces proceeded to enter and annex all of the other habitats annexed during the Colony War, being welcomed into some and attacked in others. The combination of Chengyang's victories in L4 and Grenslander successes in L5 sparked massive pro-spacer riots across the rest of Coalition L4, with Dyea and Epilholme being the worst-affected. | Polyphemus | A low-density, rural space habitat with a poor and mostly agrarian economy specialized towards exporting food. Primarily inhabited by ethnic Chrysonean followers of Theophanism, a gnostic offshoot of early Soterianity. Polyphemus notably boasts one of the highest population growth rates of any Coalition space habitat despite heavily restrictive immigration policies, owing to the traditional values of its heavily insular culture. Still, despite this, Polyphemus has gained its fair share of outsider immigrants, usually at the societal fringes, enticed and intrigued by the local customs. While the initial exodus of Theophanists to Polyphemus was at first regarded as illegal squatting, their presence was ultimately tolerated by Coalition authorities in return for the establishment of a large CFA military base within the colony. A tenuous relationship exists between the base's command and the local civil government, the Monastic Community of Polyphemus, with both sides generally preferring not to interfere in one anothers' affairs.
