Free City of Florisando
The Free City of Florisando is an independent megacity situated upon the Esmarian west coast. Headed by a decentralized city council spanning its constituent districts, Florisando is largely driven by a 'hands-off' approach to governance and policy. Established following the Florisando Referendum in 0027 R.C., its residents voted in favor of separating from the Republic of Splendia, a decision backed by a multitude of corporate interests. In practice, Florisando is essentially a laissez-faire paradise for megacorporations, a jewel inhabited by 27 million people with a baffling class divide. The Mitsubara Gigatower, constructed in 0073 R.C., has become symbolic of the city's economic prosperity, as well as its worst excesses.
Florisando also hosts the Florisando Naval Yard, a massive asset essential to the Coalition's continued presence in the Azulic Ocean.
History
Proposals for a separation of southern Splendia from its northern half had already existed for decades prior to the establishing of the Free City of Florisando, though the Twilight War and Esmaria's defeat in the Second Itzmilcan-Esmarian War proved to be exacerbating factors. During the Great Exchange phase of the Twilight War, the Financial District and Agora Hills were severely affected by nuclear attacks. Esmaria's federal government, and, following the end of the Federal Crisis, Splendia's government, addressed these issues poorly. Private entities filled this void, leading to a significant amount of political and institutional influence on the part of companies like Mitsubara and Tomoda.
With a population boom brought on by refugees from the southwest fleeing Itzmilco's conquest, Florisando would quickly outpace the rest of Splendia with the help of its corporate benefactors. This would continue into the first decades of the Rational Calendar, coming to a fever pitch with the Splendian government's attempts to stop the merger of Splendia with the neighboring cities of Agora Hills, Westwood, Easton and Saltflats. In the ensuing Florisando Referendum, the populace would vote in favor of separation from Splendia, going on to become the 25th republic of the Emerald Alliance. Governance of Florisando would come under the Florisando City Council and its Chief Executive, who sought to cut down on bureaucracy and grant greater freedoms to the individual districts of the Free City.
Economic opportunities would appeal greatly to immigrants from abroad, often times fleeing political persecution. While diaspora communities in Florisando had been steadily growing since the foundation of the Asterian Union State and the waves of political persecutions in its wake, it would reach its zenith following the Union State's achieving of continental consolidation in 0068 R.C. The largest of these diasporas is the Serican diaspora, though noteworthy Sirimese, Namean and Parsan communities also exist. As part of the Coalition's broader Captive Nations Program, several Asterian governments-in-exile have offices and consulates in these diaspora communities within the Free City.
Laws more favorable to development were pushed in the wake of this newfound independence, leading to vast development projects and steep competition between private entities. The establishment of the Freeport District, which had even more laissez-faire laws, would take place in 0055 R.C. following significant lobbying. The construction of the Mitsubara Gigatower in 0079 R.C. would become the crown jewel of the Florisando skyline.
