The Phainon Lunar Development Administration is an offworld Development Administration of the Coalition of Congressional Nations spanning Apason's L4 Laplace point. The development administration contains two space habitats, Voyager and Pioneer. The development administration and the two space habitats were both established in Apason's L4 Laplace point to assist in the development and construction of hydrocarbon-related infrastructure on Apason's surface.
