One of the primary founding states of the [[Coalition of Congressional Nations]], its constituent republics — save for the capital of [[Olympic City]] — enjoy significant influence within [[Coalition Congress]]. Economically, the Emerald Alliance holds monolithic sway over trade across both the [[Hyperian Ocean|Hyperian]] and [[Azulic Ocean|Azulic oceans]], as well as holding a key waterway through the [[Esmarian Sea]]. A core aspect of the Coalition's military-industrial complex, many of the [[Coalition Forces Authority]]'s primary manufacturers hail from the EA. Despite the power held by the Emerald Alliance, its politics remain strongly opposed to any form of unification into a single federal state. History The tribulations of the [[Twilight War]] (964-971 S.C.) were not particularly kind to the [[Esmarian Federation]]. With hundreds of thousands dead and millions more displaced by the aftermath of the Great Exchange in 968, the federal government was left in complete disarray. The cataclysmic later years of the conflict served to critically worsen preexisting social and economic problems, leading to the rise of roving gangs and widespread organized and paramilitary violence to the backdrop of abysmal morale with overseas forces fighting in [[Eurysia]]. These compounding issues eventually culminated in the assassination of President [[George Warner]] on 4 June of 970 S.C., during an address to congress. The military-industrial complex, which had gained increasingly monolithic levels of influence throughout the war's course, moved swiftly amidst the crisis to establish the [[Federal Reconstruction Commission]]. Colluding with the nation's intelligence agencies and the surviving federal political establishment (i.e. the vice-president, the senate), the FRC effectively assumed control of the Esmarian Federation and declared martial law. As crime rates exploded, ration riots erupted and militias rose to increased prominence at home, the EF would be the first of the Allied nations to withdraw troops from postwar Eurysia. Soldiers returning home were quickly met with a nation in utter ruin, only worsened by the [[Itzmilco|Itzmilcan]] invasion of the southwest, a show of force the weakened [[Federal Armed Forces]] were incapable of deterring— leading to the humiliating [[Treaty of Florisando]] in 14 December of 970. Public faith wavered even further, and as returning overseas forces were used to crush riots, the illusion of the FRC being anything more than a thinly-veiled military regime quickly evaporated. Cracks between the FRC and state governments soon became apparent as the responsibility of attending to the refugee crisis was leveled squarely upon the states. States spared by the worst of the Twilight War, such as [[Splendia]] and [[Langdonia]], were quick to object to oversteps in federal authority. This resistance was met with military force — initially through nonviolent means, as the [[Federal Army]] occupied key highways and bridges to allow the procession of the displaced masses, but eventually through force, as state capitals like [[Jubilee]], [[Crowe]] and [[Marndoff]] were outright occupied by federal forces. Soon these actions were met with violence on the part of militias. Key infrastructure was bombed, officers were assassinated, and soon the military retaliated through 'counterinsurgency operations' across Esmaria's states. The extrajudicial potential of the FRC expanded to its intelligence agencies: Federal Security Agency killsquads were pivotal in eliminating leader figures in the militia movement, and the militias adapted in turn by embracing more decentralized models of waging insurgency. The ensuing years came to be known as the [[Esmarian Insurgency]] (971-973 S.C.), defined by irregular warfare between militia groups, infrastructural collapse and a worsening of the preexisting crises gripping the country. In order to root out anti-government militias, highly-armed roving road-gangs and AWOL military units, vast swathes of arable farmland were attacked with chemical agents, further worsening food shortages. However, the crisis was ultimately an unwinnable conflict — demoralized, war-weary soldiers were highly unwilling to turn their guns against the citizenry, and thus defections and desertions swelled. Sympathies in state governments for these militias quietly grew, manifesting in the [[Sovereign States Accord]] on 18 August of 973 S.C. Proceeding by the decree of multiple state legislatures, this mass secession of effectively half of the union effectively paralyzed the FRC. Factional cracks within the FRC that had been subtle before became readily apparent. The [[Federal Crisis]], as it would come to be known, would spell the death knell of the Esmarian Federation, lasting mere months. The outbreak of military confrontation between the FRC and the Sovereign States was short-lived — on 3 January of 974 S.C., a cabal between major defense contractors and the intelligence community would turn on the broader FRC, leading to its swift collapse. Though pockets of rogue federal forces would persist across the country for the years to follow, peace was quickly struck with the Sovereign States. The [[Olympic Treaty]] would be signed on 2 February, reorganizing the Esmarian Federation into the Emerald Alliance — decentralizing Esmaria's federal structure and effectively granting full sovereignty to its states, albeit under a framework of mutual community, common defense and economic cooperation. The capital, Olympia, was made into a 'free city' hosting the quasi-federal infrastructure of the Alliance. Under the new constitution, a new constitution was drafted, establishing a [[General Senate of the Emerald Alliance]], comprised of senators from each of the emergent unions, from which a new president would be elected. Its constituent republics were among those present at the [[Tamlin Round Table Agreement]] — and thus the Emerald Alliance is considered a founding state of the Coalition of Congressional Nations. Coalition relief and a rapid reconstruction effort led to a recovering Esmaria by the commencement of the Rational Calendar — the space colony [[Esmeralia]] itself an unfinished Esmarian project finally completed through the Coalition's combined efforts. However, through the recovery a new power structure was set into stone — one where the corporations and entities that assisted in the recovery became monolithic, holding vital, essential infrastructure across all member states. In a form, these corporate entities now eclipsed the power of individual Emerald Alliance members, and this dynamic would only continue to intensify over the course of the 1st century R.C. As of the present, the Emerald Alliance is a diverse host, a grand confederation of constituent republics holding significant power and sway within the Coalition's internal deliberations. However, most begrudgingly acknowledge it is the megacorporations that hold true power and influence within the EA's framework.
